In this report (D 1.3), gaps and problems of the applicability of the methodologies from the 2006 IPCC Guidelines have been reviewed. The methodologies of the 2006 IPCC Guidelines are used by inventory experts of member parties under the United Nation Framework Convention on Climate Change (UNFCCC) to estimate greenhouse gases for the national inventories.
To achieve the goal of this report, a detailed analysis of uncertainties in national inventories with respect to the main needs and gaps per country and sector/gas has been performed. Additionally, questionnaires to all national inventory institutes in the EU were sent out for a qualitative query regarding main difficulties of the applicability of the 2006 IPCC Guidelines methodology. A further goal was it to review gaps and needs outside of the EU and for developing countries, namely Chile, China, Indonesia and South Africa.
The results of the uncertainty analysis show a clear trend of rather low uncertainties in the IPPU sector and high uncertainties in the Agriculture, LULUCF and Waste Management sectors for almost all EU MS. The response rate of the questionnaires was quite low (22%) and thus did not provide a solid foundation for qualitative interpretation. However, from the countries that responded, the energy and IPPU sector were addressed less and most comments about lack and problems of the 2006 IPCC Guidelines methodologies were made for the Agriculture, LULUCF and Waste sector as well. A comprehensive analysis regarding the developing countries could not be performed due to the lack of information.
