In the 2019 refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories, the definition of the quality assurance (Chapter 6) has been broadened and has been specified more clearly than in the original version of the Guidelines. This will in the long-term be favorable to the uptake of the additional verification tool by countries, which submit emission inventories.
In this report the general advances of VERIFY in terms of the development of a common inversion framework as well as specific applications of measurement-based methods in the assessment of emissions are discussed. Furthermore, the verification and its place as additional QA tool for inventories is discussed on the example of Switzerland where such a system exists since many years.
In conclusion, verification tools, based on atmospheric measurements, are currently still limited to only few countries. Advances in both commonly accepted inversion approaches and in verification of sectoral emissions are key for a much broader use of this technique globally.
